That is not an easy question to answer for a number of reasons. And those reasons have nothing to do with whether or not the advertising is FREE. The success is in the message. If the ad does not appeal to the reader then they will skip passed it. The headline for the ad needs to be attention grabbing . . . and focused on the correct target audience. Which of the following two headlines would grab your attention first if you were looking for a few ebooks to purchase?
"HALF PRICE SALE on all ebooks!"
"50% off all ebooks."
The two offers are identical, but the first will have the greater success rate for two reasons. The first part of the headline is in bold type and uppercase - it immediately grabs attention. The second reason is that, sadly, many people understand the concept of "half price" better than "50% off". Headlines need to be clear and be understood by as many people as possible. The same goes for the body copy of the ad. I'm sure at some point you've read an advert that has been more confusing than informative. I know I have. The same goes with TV advertising. The "creative" ad agencies may come up with something that will win an award at the "Annual Ad Agencies Convention", but does it move product off the shelf? The simple answer is "no", if people are unsure of what is being advertised. Of course if you create an advert that works well on a FREE advertising site, the chances are you will get even more traffic if you use the sites paid-for service, purely because paid-for services give you a much bigger audience.
One useful tool for testing the various different methods of online advertising can be found at "Viral Ads Unleashed" - You can join initially for free and test a number of their different advertising methods. But remember, it won't matter if you use their free service or the top price paid-for service - if your message doesn't hit the spot, then your advertising won't generate traffic.
